Essential Single Family Rehabilitation Loan Pool (ESFRLP27) – Wilkes County

High Country Council of Governments will begin accepting applications for the NC Housing Finance Agency’s 2027 Essential Single Family Rehabilitation Loan Pool (ESFRLP27) program. Funding is available to provide assistance with the rehabilitation of moderately deteriorated homes owned and occupied by lower-income households located in Wilkes County. High Country Council of Governments expects to assist a minimum of two homeowners in Wilkes County through the program.

The following qualifications must be met to be eligible for the program:

  • Household income may not exceed 80% of county median income as listed the in the table below.
  • The applicant or household member must have one of the following special needs:
    • elderly (over 62)
    • disabled
    • veteran
    • have a child under age 6 with lead hazards in the house
  • The home must be owner-occupied.
  • The home must be located in Wilkes County.

The application period will open on February 2, 2026, and close at 5:00pm on September 30, 2026.

Pre-Application & Eligibility Certification forms should also include the following information:

      • Verification of ownership of the property to be treated (Copy of the deed to the property)
      • Verification of income (for example: copy of your last income tax statement, W-2 forms, Social Security Benefit statement, etc.)

Completed Pre-Application & Eligibility Certification forms may be emailed, mailed or delivered in-person along with the required information listed above to:
